Scottish building standards use warrants and completion certificates. The April 2026 domestic handbook applies to warrants submitted from 6 April 2026 and relevant work without a warrant starting from that date.
Ask the verifier about the actual proposal
Building warrants and planning permission are separate Scottish processes. Establish both before committing to a construction programme.
- Describe the alteration, conversion or change of use and provide the existing and proposed layout. Check whether a warrant is required.
- Identify structural, fire, drainage, energy and accessibility requirements with competent designers. Use the applicable Scottish technical handbook.
- Obtain the required warrant before starting work. Do not treat an application acknowledgement as permission to begin.
Build to the warranted design
Keep the contractor working from the correct drawings and specifications.
- Agree the inspection and notification requirements with the verifier. Arrange inspections before relevant work is covered.
- Discuss changes before carrying them out and obtain an amendment where required. Keep a record of the approved change.
- Collect appropriate certificates and test results from the specialists doing the work.
Submit completion and wait for acceptance
The completion certificate process is a distinct final stage.
- Submit the required completion certificate and supporting information to the verifier, then resolve any issues raised.
- Check the rules on occupation or use before acceptance. Do not assume that a finished room can automatically be occupied.
- For work already done without the right process, ask the verifier about the available late or retrospective route and evidence needed.
Example: a loft room is advertised as a bedroom
A fictional owner has finished a loft room but has no accepted completion documentation for the conversion. Establish the warrant and completion position, safety and lawful use before letting it as sleeping accommodation.

- Use the correct technical handbook and approved plans.
