Plan for the Welsh ventilation and energy changes

New 2026 editions of Approved Documents L and F take effect on 4 March 2027, subject to transitions.

Checked 20 October 2026. Review due 19 November 2026. Effective date discussed: 4 March 2027.

The publication year is not the commencement date. The official circular describes protection for qualifying earlier notices or full plans where work starts within the specified transitional period.

Identify which edition applies to the project

The published Welsh 2026 Approved Documents L and F have a future commencement date. The applicable edition depends on the project and qualifying transition arrangements.

  • Record the proposed work, building type, application or notice date and planned start date. Keep proof of submission and commencement.
  • Check the 4 March 2027 commencement and the qualifying transition requiring relevant prior notices or plans and commencement by 4 March 2028.
  • Ask building control to confirm the position where phases, amendments or delayed starts make the transition unclear. Do not use a contractor's preferred edition without checking.

Coordinate energy and ventilation design

Energy improvements can alter moisture and air movement. Review the design as a whole.

  • Ensure insulation, airtightness, heating and ventilation specifications work together. Identify who designs and verifies the ventilation provision.
  • Check product substitutions and site changes against the applicable guidance. A cheaper fan or insulation detail may change performance.
  • Plan inspections, testing, commissioning and handover information before work is concealed.

Keep the future change separate from current duties

An older property's current letting obligations do not automatically require every future new-build detail.

  • Apply the requirements relevant to the work being undertaken and the existing property. Distinguish a voluntary improvement from a triggered building duty.
  • Review the official circular and any later corrections before starting work, especially if a project moves across a commencement date.
  • Retain the edition, transition decision and completion evidence so a later purchaser or adviser can understand the basis used.

Example: a delayed start crosses the transition date

A fictional project has qualifying plans submitted before the new regime, but work is delayed. Recheck the transition's commencement requirement before relying on the old edition. The submission date alone may not preserve it indefinitely.

What to do

  1. Record application and intended commencement dates.
  2. Ask building control which edition applies to the project.
  3. Coordinate insulation, heating and ventilation design.
