A law receiving Royal Assent, a published consultation and an operative regulation are different stages. The English reform roadmap, Welsh building-control circulars and Scottish legislation each need their own effective-date check.
Establish what has actually changed
Read the official source and identify the legal event. Publication, Royal Assent, regulations and commencement are different stages.
- Record the country, type of landlord, tenancy or contract and property affected. A social-housing change may not apply to a private landlord.
- Check the commencement date, transitional provisions and exceptions. Do not apply a future duty to an earlier event without support.
- Distinguish a consultation, policy announcement, guidance correction and operative legal change. Keep the status visible in any internal instruction.
Compare the change with your records
Identify the properties and processes that may need action.
- Review contracts, forms, notices, inspection plans, agent instructions and the evidence already held.
- Create a task for each required change with a responsible person, deadline and source. Record why a property is included or excluded.
- If implementation depends on further regulations or local designation, set a review trigger rather than inventing a current requirement.
Check the knowledge base's dates and sources
Rentura's source monitoring identifies pages that changed or could not be checked. A changed page is a prompt for review, not proof that the law changed.
- Read the guide's checked date, status and official references. Use the source for the full scope and exceptions before a consequential decision.
- Keep an earlier version where a historic notice or contract relied on it. Current guidance does not erase the rules applying at the time.
- Report a specific error with the guide, disputed wording and official source so the correction can be assessed.
Example: a consultation becomes regulations
A fictional consultation proposes a repair deadline, but the later regulations use a different period and a later start date. Update the guide and workflow from the final instrument and commencement provisions. Do not simply remove the word proposed from the old summary.
