Register as a landlord in Scotland

Registration normally needs renewal every three years. Check exemptions before relying on one.

Scotland · Current guidance

Checked 20 October 2026. Review due 19 November 2026.

Joint owners must register too. Property adverts must carry the landlord registration number, or the prescribed pending-registration wording, and the EPC rating.

Check each owner and council area

Build a registration schedule from the ownership record and the local authority where each property sits.

  • Identify every person or legal entity that needs registration. Joint ownership does not mean that one owner's registration automatically covers the others.
  • Check the relevant local authority record, current status and property details. Keep company details and personal details in the appropriate registration.
  • Treat a submitted application, a pending decision and an approved registration as distinct statuses. Resolve any advertising or letting restrictions with the council before proceeding.

Keep the advertisement and management record consistent

Registration information is used outside the application itself. Give anyone advertising or managing the property the correct details.

  • Check the registration number and EPC information required in adverts. Review the published advert after an agent uploads it.
  • Save the property's registered address, owner and manager alongside the tenancy documents. Correct mismatches such as the wrong flat number.
  • Check HMO licensing separately where people share. Landlord registration does not establish that the property has the necessary HMO permission.

Renewal and changes

Scottish landlord registration normally needs renewal every three years. Set an early preparation date and a separate final expiry reminder.

  • Review changes in ownership, contact details, properties and management arrangements through the official service. Keep the confirmation.
  • Before acquiring a tenanted property, establish your own registration obligations. Do not rely on the seller's number continuing to cover the new owner.
  • If the council requests information or raises a fit-and-proper-person concern, respond to the actual issue and obtain advice on any decision or appeal deadline.

Example: two councils, one landlord

A fictional landlord has properties in two council areas. A renewal task should show the relevant applications, properties and dates for each authority. A confirmation for one council must not be used to mark the whole portfolio as renewed.

What to do

  1. Check registration with each relevant council.
  2. Record joint owners and the properties covered.
  3. Keep the advert and registration details consistent.
